The Assistant Property Manager will support our public housing community in Smethport PA.  You will work closely with the Property Manager/ Maintenance Supervisor to ensure work orders are completed on time, apartment move-ins are effectively and efficiently handled for new residents. These responsibilities provide the apartment communities with operations that are safe and secure for the on-site residents, visitors, contractors and fellow employees. You will report directly to the Property Manager and work collaboratively with the community team as well as key partners in Property Management, Human Resources and outside housing authority representatives to ensure all required aspects of operating stable, fiscal operations for each apartment community are covered and meeting all requirements.

SUCCESSFUL CANDIDATES WILL BRING:

  • Minimum 3+ years’ prior experience in apartment management of affordable housing communities, OR equivalent experience.
  • MS Office Suite (Word, Excel, Outlook) for effective written communications, and reporting.
  • Experience or knowledge of housing industry compliance software program(s) preferred.
  • Strong math aptitude/accounting knowledge with good understanding of accounts receivable, accounts payable, budgeting.
  • Some college preferred with COS certification helpful, or other fair housing certification(s) or willing to obtain; minimum High School diploma/GED equivalent required
  • Excellent routine office clerical skills including proofreading, data entry, filing, phone skills as needed.
  • Reliable transportation and a valid driver’s license require flexibility for travel to sites assigned
  • Ability to occasionally travel to office meetings, trainings, conference, as scheduled.

  • Complete (with maintenance staff) annual and periodic inspections of apartments to determine the state of housekeeping or other needs. Maintain a process record for these activities.

ESSENTIAL DUTIES

  • Ensures compliance with applicable HUD guidelines as well as federal, state, and local regulations, laws, ordinances, and the Authority’s administration of programs
  • Performs new move-in/move-out, housekeeping, prepare move-in/move-out adjustments and requests.
  • Manage work orders, to include: close-out work orders, billable work orders, and pest control work orders.
  • Update and maintain accurate tenant information in computer system and paper files. Verify annual and interim tenant information and documentation as well as prospective tenant information and documentation.
  • Respond to phone calls and emails in a timely manner

The Assistant Property Manager will support our affordable housing community in Bradford PA.   The Assistant Property Manager will report directly to the Property Manager or Senior Property Manager and shares responsibility for the overall operation and day-to-day implementation of policies, procedures, and programs to ensure a well-managed and maintained Community. The idea candidate will assist in managing the Community according to prescribed policies, under the supervision of the Property Manager or Senior Property Manager assist in all operational and financial aspects of the property or properties.

ESSENTIAL FUNCTIONS AND RESPONSIBILITES:

  • Interviews and screens prospective residents for occupancy.
  • Identifies appropriate contractors, defines the scope of work, and obtains necessary bids.
  • Processes and monitors work orders.
  • Processes and submits invoices for payment.
  • Rent collection, receipting, prepares deposits using Yardi property management software.
  • Submits required reports and maintains records according to company policy.
  • Responsible for in-house monthly file audits.
  • Responsible for apartment inspections for move-in/move-out conditions (pre/post inspections) and the successful completion of the process within 24 hours of the action.
  • Organizes and files all relevant reports, leases, and paperwork.
  • Accepts service requests from residents and routes to maintenance for prompt processing.
  • Ensure the completion of all recertification paperwork within its required deadline. 
  • Ensures property’s filing system is maintained daily, including applicant and resident files.
  • Maintains a positive customer relations attitude.
  • Physically inspects units and Community 
  • Knowledge of state and local landlord/tenant laws and applicable building codes
  • Excellent communication skills in both verbal and written
  • Must have strong computer experience in MS Word, Excel, and Outlook; Yardi experience a plus.
  • Must be thorough, reliable, responsible, honest, organized, flexible and service-oriented
  • Must be knowledgeable of all phases of leasing and resident retention.
  • Complete annual re-certifications, computations, interim rents and other adjustments as needed.
  • Complete (with maintenance staff) annual and periodic inspections of apartments to determine the state of housekeeping or other needs. Maintain a process record for these activities.
  • Executes marketing and advertising campaigns for apartment leasing in conjunction with the Affirmative Fair Housing Marketing Plan.

REQUIRED EDUCATION AND EXPERIENCE:

  • High School diploma/GED equivalent required
  • Minimum 2+ years’ prior experience in apartment management of affordable housing
  • communities, OR equivalent experience.
  • Experience with Microsoft Office (Word, Excel, PowerPoint and Outlook).
  • Housing experience required, preferably affordable housing with an emphasis on Department of Housing and Urban Development (HUD) and Low-Income Housing Tax Credit (LIHTC).
  • Strong math aptitude/accounting knowledge with good understanding of accounts receivable, accounts payable, budgeting.
  • Certified Occupancy Specialist (COS) certification and/or Tax Credit Specialist (TCS) certification a plus.
  • Reliable transportation and a valid driver’s license require flexibility for travel to sites assigned
  • Must be willing to travel to office meetings, trainings, conference, as scheduled.
