Sealed Bids will be received by the MCKEAN COUNTY housing authority, 415 West Main Street, Smethport, PA 16749, on or before Friday, January 27, 2023, at 10:00 a.m. prevailing time in the Administration Offices, at which time the bids will be publicly opened and read, for the following contract work project:
domestic hot water SYSTEM REPLACEMENT AT THE BRADFORD HIGH RISE APARTMENTS
A non-mandatory pre-bid conference will be held on Tuesday, January 17, 2023, at 10:00 AM prevailing time, at the Bradford High Rise, 2 Bushnell Street, Bradford, PA 16701.
All bids shall conform to the Contract Documents prepared by EADS Architects, Inc., 450 Aberdeen Drive, Somerset, PA 15501 and dated January 2023. Contractors may obtain same from the Architect Monday through Friday between the hours of 8:00 AM and 5:00 PM. Electronic plans and specifications may be obtained by calling or visiting the Office of eads architects, inc., 450 Aberdeen Drive, Somerset, PA 15501. A deposit of forty dollars which includes PA State Sales Tax ($40.00) is required for each set of bidding documents (one set per bidder). Deposits are non-refundable. To access the documents, the bidder must have a valid email address and will require an internet connection. All addenda, if applicable, will be issued electronically. Checks are to be made payable to EADS Architects, Inc. All Contractors submitting a bid for this project must purchase the documents in order to be registered to receive addenda and notices. Each bid shall be accompanied by a bid bond, cashier’s check, or certified check made payable to McKean County Housing Authority in an amount equal to ten percent (10%) of the base bid. No Bidder may withdraw a bid within sixty (60) days after the actual date of the opening thereof. In the event the Contract cannot be awarded within the specified period, a time extension may be granted by mutual agreement between the Owner and the selected Bidders.
The Housing Authority reserves the right to reject any and all bids and/or portions thereof, or to waive any informalities in the bidding.

All bids shall conform to the Contract Documents prepared by EADS Group, Inc., 15392 Route 322, Clarion, PA 16214 and dated February 2023. Contractors may obtain same from the Engineer Monday through Friday between the hours of 8:00 AM and 4:00 PM. Electronic plans and specifications may be obtained by calling or visiting the Office. A deposit of fifty dollars which includes PA State Sales Tax ($50.00) is required for each set of bidding documents (one set per bidder) or $25.00 for electronic access. Deposits are non-refundable. To access the documents, the bidder must have a valid email address and will require an internet connection. All addenda, if applicable, will be issued electronically. INVITATION TO BID
The McKean County Redevelopment Authority will receive bids to undertake a Lewis Run Borough Housing Rehabilitation Project at 12 Main Street, Lewis Run, PA until 3:00 p.m. on March 2, 2023, at the Redevelopment Authority's office, 415 West Main Street, Smethport, PA 16749, (814) 887-5563, at which time and place all bids will be opened and read aloud.
This project includes:
Gutters & Downspouts: Make repairs to existing fascia as indicated on the drawings. Install new seamless aluminum gutters.
Install new downspouts as indicated on the drawings. Install underground 4” PVC SDR35 rain leader including fittings and concrete deadmen as detailed. Demolish and remove existing concrete sidewalk slabs. Form and place new concrete sidewalk slabs. Drill hole in existing concrete curb along Main street for insertion of new 4” rain leader. Seed & mulch all disturbed areas. Apply screened topsoil above rain leaders as detailed.
Structural Repairs: Sister existing 2 x 6’s with new 2 x 6’s in the crawl space. Install new 6 x 6 wood beam to support existing 2 x 8 wood support beam. Install mini-posts and concrete footings under existing 6 x 6 wood support beam.
Adjust mini-posts as necessary to level support beam, 1st Floor, and staircase.
New Concrete Apron and Depressed Curb: At the rear of the house and at the location of the new concrete apron and depressed curb, neatly saw cut existing edge of alley pavement to a straight line. Excavate to subgrade and remove waste material from the site and dispose in accordance with jurisdictions having authority. Form and place new concrete apron and depressed curb. Apply topsoil to back-up behind the curb so the lawn area is at the same elevation as the top of curb. Seed and mulch all disturbed areas.
New Gravel Driveway: Excavate existing gravel driveway to subgrade and remove all soil/gravel waste material from the project site and dispose in accordance with jurisdictions having authority. Install PennDOT Class 4 geotextile fabric on subgrade. Place and compact 8” of AASHTO No. 01 stone. Place and compact 4” of PennDOT No. 2A Coarse aggregate.
In order to submit a bid, copies of the specifications and documents to submit must be requested by contacting the Redevelopment Authority. Bids should be submitted to MCRA in a sealed envelope with “Contractor Bid for #2023-002” written on the outside of the envelope.
A Pre-Bid Meeting will be held at the residence on February 22nd at 11:00. It is highly recommended that interested Contractors attend this meeting prior to placing a bid.
The Successful Bidder shall be required to provide a lead base paint training certification, be a registered home improvement contractor with the Attorney General’s Office, and have the required insurance information. The Redevelopment Authority requires the successful Contractor to provide either a 10% Performance Bond, 10% Letter of Credit from a bank or 10% Business Check based on the amount of the awarded bid amount.
Prevailing Wage Rates must be paid on this job for all bids over $25,000.

INVITATION TO BID
The McKean County Redevelopment Authority will accept bids for the Debris removal of a blighted structure which has collapsed at 133 West Corydon Street, Bradford, PA in addition to Demolition and removal of 139 West Corydon Street, Bradford, PA until 2:00 PM on March 2, 2023, at the Redevelopment Authority’s Office, 415 West Main Street, Smethport, PA 16749, at which time all bids will be opened and read aloud.
BID # 2023-003 – The 133 West Corydon property originally contained a two-story wooden house with front porches. It has fully collapsed and will require removal and site restoration only. No other outbuildings are included in this project.
The 139 West Corydon structure is an abandoned and vacant 1 story single family home. It is an unsafe structure which is approximately 40% collapsed. No other outbuildings are included in this project.
All debris shall be disposed of in a legal and acceptable manner. This project also includes site restoration, including access damages, after the site has been cleared. McKean County landfill costs will be paid directly by MCRA and should not be included in the contractor’s bid for removal.
A Pre-Bid meeting will be held at the demolition site on February 22nd at 10:00 AM. Contractors may view the properties prior to submitting a bid. It is not advised to enter the structure at 139 West Corydon as it is unstable and unsafe.
In order to submit a bid, copies of the specifications and documents to submit must be requested by contacting the Redevelopment Authority. Bids should be submitted to MCRA in a sealed envelope with “Contractor Bid for Demo #2023-003” written on the outside of the envelope.
The contractor will be required to comply with all applicable EEO, Section 3 (if applicable), Minority and Women’s Business Enterprises (if applicable), and non-discrimination requirements. Federal Wage Rates are not applicable to this project; however, State Prevailing Wage Rates must be paid on all projects over $25,000.00.
The Redevelopment Authority requires the successful bidder to provide either a 10% Performance Bond, 10% Letter of Credit from a bank or 10% Business Check based on the amount of the awarded bid amount.
The McKean County Redevelopment Authority reserves the right to accept or reject any and all bids and to waive any informalities in the bidding process.
Bids may be held for a period not to exceed 60 calendar days from the date of the Bid Opening.
