The McKean County Redevelopment Authority will receive bids to undertake a Foster Township Housing Rehabilitation Project at the Reid residence, 61 Garlock Hollow, Bradford, PA, until 3:00 p.m. on August 11th, 2022, at the Redevelopment Authority’s office, 415 West Main Street, Smethport, PA 16749, (814) 887-5563, at which time and place all bids will be opened and read aloud.


This project includes new foundation system. Removing existing roof system, install 7/16” OSB Nail base. Install ice and water membrane over entire roof and 50-year asphalt shingles. Include new ridge vents. Install new gutters and downspouts. Regrade for positive drainage and seed. Recut swale 125’ +/-. Demolish existing porch deck and with 2×8 at 16” pressure treated joists and 5/4” bull nose decking, re-anchor roof columns. Install new code compliant railing system. Construct pressure treated, code compliant stair system with railings. Install insulated entry door systems with lite and storm door system with new hardware.


Interested Bidders can obtain a copy of the Project Specifications/Bid Documents by contacting the Redevelopment Authority and requesting a set. 


A Pre-Bid Meeting will be held at the Reid Residence on August 3rd at 10:00.  It is highly recommended that interested Contractors attend this meeting prior to placing a bid.


The Successful Bidder shall be required to provide a lead base paint training certification, be a registered home improvement contractor with the Attorney General’s Office, have the required insurance information and be able to provide a Security Deposit at the time of entering into a contract agreement.  The security deposit shall be in the amount of 10% of the awarded amount.  The security deposit will be returned to the Contractor upon successful completion of the contract.


Prevailing Wage Rates must be paid on this job for all bids over $25,000.


The McKean County Redevelopment Authority reserves the right to accept or reject any or all bids and to waive any informalities in the bidding process. 


Bids may be held for a period not to exceed 60 days from the date of the Bid Opening.
